Oklahoma Attorney General Gentner Drummond says the State Board of Education does not have the authority to make administrative rules on its own. Drummond said the board can only exercise the powers given to them by statue, and it does not have the authority to make new rules without "proper direction" from the state legislature. The A-G's ruling comes after the board passed new restrictions on school library books and sexual education, which faced opposition from some Oklahoma lawmakers. Drummond says the board's restrictions are void and cannot be enforced.
